All changes in our basic health insurance in 2020

What will change for you?

  • Change from 1 January 2020
The government has lowered the maximum discount that all health insurers can give on their basic health-care plan premiums. The maximum discount will now be 5% instead of 10%. Health insurers will also be required to agree on specific health and prevention arrangements with collective plan administrators.

    What this means for you
If you are insured through your employer, or on another collective plan, the discount on your health insurance premium may be lower next year. Check your policy document or log on to MijnONVZ (in Dutch) to see your current discount.

  • Change from 1 January 2020
From 1 January 2020, the basic health-care plan will also cover health care provided by an elderly medical care specialist and doctor for the mentally disabled. This kind of health care is, however, subject to the excess. With this measure, the government aims to ease pressure on GPs and district nurses.

    What this means for you
From next year, GPs can consult with an elderly medical care specialist or a doctor for the mentally disabled in treating patients with multiple health problems or an intellectual disability. These specialists can help the GP with advice or take over all or part of the treatment.

  • Change from 1 January 2020
The government has kept the excess at the same level.

    What this means for you
The compulsory excess will remain € 385 in 2020, just like in 2019.

  • Change from 1 January 2020
General basic mental health care (GGZ) involves your health-care provider treating all your symptoms in a single treatment process. A second treatment process within 12 months will be covered only in case of an unexpected relapse or if you get a new referral relating to a new, different condition.

    What this means for you
If you are receiving general basic mental health care from, for example, a health psychologist or a psychotherapist, he or she will make a treatment plan that deals with all your symptoms. Your health-care provider will charge for the treatment on one single annual invoice. If he or she bills you for a second treatment process in the same year, we may not reimburse it.

  • Change from 1 January 2020
If the basic health-care plan does not cover a registered medicine, it will not cover preparation of this medicine by a pharmacy either. However, as of 1 January 2020, the basic health-care plan will cover such pharmacy preparations in 2 specific cases:

    1. if the government has not yet decided on coverage for a medicine;
    2. if a pharmacy preparation is an acceptably priced alternative to a medicine that is not covered by the basic health-care plan because it is too expensive.

    What this means for you
If you need a pharmacy preparation in 2020, your pharmacy will always let you know in advance whether or not it is covered under the basic health-care plan. This also applies if you are administered medication while in hospital.

  • Change from 1 January 2020
From 1 January 2020, patients using geriatric rehabilitation care will be officially entitled to use other medical transportation under the rules of the basic health-care plan. For some years now, patients in geriatric rehabilitation care have been able to get medical transportation covered through a request from the Dutch Ministry of Health, Welfare and Sport (VWS). This coverage has now been laid down in the law.

    What this means for you
If you are in geriatric rehabilitation care and need transportation, you can request permission to get coverage for transportation by public transport, a taxi or using your own car.

  • Change from 1 January 2020
Patients sometimes have to travel a long way for hospital treatment. It may then be less onerous on them to stay overnight near the hospital instead of travelling back and forth every day. If hospital treatment is scheduled to take at least 3 consecutive days, the basic health-care plan will cover a maximum of €75 for each overnight stay from 1 January 2020 instead of covering other medical transportation.

    What this means for you
If you are scheduled to be treated in hospital for 3 (or more) consecutive days in 2020, you can request permission to get coverage for overnight stays near the hospital. Chemotherapy is an example of treatment that can take several days. After you get permission, you will be covered for a maximum of €75 per night. The outward journey on the first day of treatment and the return journey on the last day are also covered.

  • Change from 1 January 2020
The statutory personal contributions have been adjusted again this year.

    What this means for you
Medicines, medical appliances, dental health care, antenatal/post-natal care and other medical transportation are subject to a personal contribution. Check the personal contributions for 2020 (in Dutch).

  • Change from 1 January 2020
If you treat yourself or someone in your family, our basic health-care plan will provide coverage for such health care from 1 January 2020, albeit on the condition that we have given prior permission for it. Our supplementary health-care plans have already been providing coverage for this kind of health care for some time now.

    What this means for you
If you are a doctor or a therapist, and you want to treat a family member, you must ask our permission first. Without prior permission, we will not cover this kind of health care. In 2020, this will also apply to health care covered by the basic health-care plan.

  • Change from 1 January 2020
As of 1 January 2020, MammaPrint will no longer be covered if you only have a basic health-care plan with us.

    What this means for you
For a group of customers who have been insured with us for many years, MammaPrint was covered under the basic health-care plan. We did this as a goodwill gesture, which is set to be discontinued as of 1 January 2020. MammaPrint will only be covered if you have an ONVZ supplementary health-care plan that covers it.
